Funding
Paying for it: E-Rate and grants.
Haddock Education Technologies put together the funding sources we hear about most, with links to each official program page. Status was checked on October 31, 2026. Programs, deadlines and eligibility change every year, so always confirm on the official page before you plan around one.
E-Rate (USAC)
The FCC's E-Rate program, run by the Universal Service Administrative Company (USAC), discounts eligible connectivity for schools and libraries.
- Category One: data transmission and internet access.
- Category Two: internal connections (such as Wi-Fi access points, switches, routers, firewalls, cabling and racks), managed internal broadband services, and basic maintenance of internal connections.
- Category Two budgets: the current five-year cycle is FY2026 through FY2030. USAC lists a school multiplier of $201.57 per student and a $30,175 funding floor.
- Interactive panels and other end-user devices are generally not on the Eligible Services List. Check the current ESL for your funding year.
- Timing: USAC announced that the FY2027 EPC administrative window opened October 21, 2026, ahead of the FY2027 FCC Form 471 filing window in early 2027.
Federal school safety grants
- COPS School Violence Prevention Program (SVPP), U.S. Department of Justice. Allowable uses include metal detectors, locks, lighting and other deterrent measures, and technology for expedited notification of law enforcement during an emergency. School districts can apply directly; a 25 percent local cash match is generally required. The FY2026 application window closed August 11, 2026; watch the COPS grants page for the next round.
- BJA STOP School Violence Program, U.S. Department of Justice. Funds training, threat assessment teams and reporting technology. It does not fund target hardening such as cameras or security systems (the COPS SVPP covers those). The FY2026 Grants.gov deadline was October 30, 2026.
- SchoolSafety.gov grants finder lists federal school safety funding opportunities in one place.
STEM and technology through federal formula funds
- Title IV, Part A (Student Support and Academic Enrichment), U.S. Department of Education. A formula grant to states and districts that can support well-rounded education, safe and healthy students, and the effective use of technology. Your district's federal programs office manages its allocation.
State programs
- Kansas Safe and Secure Schools (KSDE). State grants for school safety and security, with a dollar-for-dollar local match. Check KSDE for the current cycle and deadline.
- For other states, check your state department of education and school safety center, and ask us. We keep an eye on programs throughout the Great Plains and Midwest.

Quick answers
Can E-Rate pay for interactive panels?
Generally no. E-Rate Category Two covers internal connections like Wi-Fi, switches and cabling, managed internal broadband and basic maintenance. End-user devices such as displays are generally not on USAC's Eligible Services List.
What grants can pay for school security cameras?
The U.S. Department of Justice COPS School Violence Prevention Program allows deterrent measures and emergency notification technology, with a 25 percent local match. The BJA STOP School Violence Program does not fund cameras or security systems. Some states, such as Kansas through its Safe and Secure Schools grant, also fund safety equipment.
